Japanese Citizens Only Sections?
I was surfing this site:

and read the passage, which stated:
On a trip to Japan one of our investigators stumbled into a Japanese Citizen Only section in the city of Kagoshima.
Is there actually areas of cities where gaijin are not allowed?

Um, no, except maybe the citizens only line at airport immigration control. I think that page is intended to be purely humorous and not factual. I don't think the robot Bert was really saying "Brother Bert loves you, Rice rations up 12%" either. I imagine that sentence about Japanese citizens only was added to give their story a more mysterious flavor, that's all.

Actually, there's no citizen's only line -- It's nationals and foreign residents. As long as you have a gaijin card, you can use that line.

Actually, there's no citizen's only line -- It's nationals and foreign residents. As long as you have a gaijin card, you can use that line.
Me, I use whichever one's shorter, much to the annoyance of my wife.
Oh, nice. I'll be re-entering to Japan as a resident for the first time after the winter holidays, so it's good to know I can use either line.

mmmmm.. Well, you could use がいこくしょうめいしょ, but it doesn't really mean what you want it to mean. (you're missing some characters in what you wrote, btw).
"Proof of Foreign Country" really doesn't have much meaning to it, so 外国人登録証明書 is best I think. In common parlance it is often called 外国人カード by the Japanese and 外人カード by the card holder.
