英語が上手になると、いつぐらいですか？ (When did you become good at English?) I would like to say when did you become fluent? Are there any other ways other than pera pera ni naru??

「いつぐらい英語が上手になりましたか？」seems a better formation of the sentence you wrote.
Another word for fluent is 流暢：　いつぐらい英語が流暢になりましたか？
