わたし　は　ねこ　を　みた
watashi wa neko o mita
( using the sound rather than the actual "ha" and "wo" particles ised in place of wa and o sounds )

を (wo/o) is the direct object marker. I saw a cat. I ate sushi. I bought a camera etc.

the most common use of ni is a directional marker showing the end location of an action, for example:

スーパー　に　いきました
suupaa ni ikimashita
I went to the supermarket.

There are other uses for ni as well, which you will come across later on.

P.S. Remember that if you were already talking about yourself you can drop the watashi wa.
No need to say I went for a walk. I saw a cat. simply, I went for a walk. (I) saw a cat.
( Easiest way to remember this is to think of watashi wa as.. "As for me" which it is closer to )
Once we know you are talking about you, you don't need to keep reminding them basically.

you could use (watashi wa) neko o mimashita..this is a formal past compared to the informal "mita"

To me "ni mita" means "looked" so I would interpret "watashi wa neko ni mita" as "I looked at the/a cat".

You may find the section on Particles used with verbs from Tae Kim's Grammar Guide helps you understand the use of を (o) and に (ni).

THat would require a use of the passive verb, not the active.
