This is the context:

共通語のアクセント
1. 共通語のアクセントと言う場合、日本では、現実の東京アクセントがそれになっている。この場合は、現実の東京語の音韻が共通語の音韻に
懝せられている以上に東京語は優遇されている。アクセントに関するかぎり東京語はよい点も悪い点も共通語として採用されている。
これには当然問題が多い。

I've been searching for a bit now and for the life of me I can't figure out how to read it or exactly what it means. My Japanese friends seem to be stumped too. Can anybody help? D:

Oh, also, it's out of a book from 1985, if that helps o.o

Are you sure that you have transcribed the kanji correctly? It has to be 擬, not 懝.
It’s a passive form of 擬する(ぎする).

It usually means “to imitate” or “to compare sth to sth”. The definition 2 and 3 are relatively rare to see today. But in your example, the meaning would be 2. The Tokyo accent is considered/presumed/granted the standard accent. It's a kind of stiff expression which you find in academic writings.

The proper conjugation pattern is サ行変格活用, however, some people use 五段活用 for it and it’s been getting acceptable (as same as the words like 愛する).

Also, the most common word using the kanji would be 擬態(ぎたい), mimesis.
This picture would give you an inspiration to understand the kanji’s concept.

Well I feel stupid. I wrote it into the IME pad, and I must've clicked the wrong one. The text in this book is so small, too ;___;
