explanation for 徹底
里で徹底したある掟が作らんだ。
A rule, who is complete, was created for this village.
I think that my translation is not correct, but 徹底 means completeness or thoroughness.

This is 徹底した + ある掟.
したある doesn't exist as a verb construction (not to be confused with してある).
Incidentally, what's going on with the verb at the end of the OP's sentence...? >_>;

Maybe it's actually a contraction of 作らないのだ? (or actually 作らぬのだ, but same meaning)

This is evidently a typo. It must be 里で徹底したある掟が作られた。A certain strict rule was made in the village.
