When one asks you 「毎日、何時に帰りますか。」, do you answer the time that you leave the office, or do you answer the time that you arrive home?

I've read that using 帰っていく and 帰ってくる resolves this issue, but without the いく and くるmarkers, what default meaning does 帰る have?

It's the same as English. 何時に帰りますか =what time do you leave (to head for home.)

'What time do you arrive home?' is 何時(ぐらい)にお家に着きますか

Incidentally, I've never heard 「帰っていく」 in everyday conversation, but 「帰ってきた」 is common for 'I've just come home'

It depends on the context.
It can also mean "coming back to the office (from his fieldwork)".
If you want to avoid ambiguity, use 帰宅(kitaku)する, 退社(taisha)する, 会社に戻る, 帰社する, etc.
