は is only pronounced as "wa" in its usage as "is". Otherwise it is pronounced as "ha". わ is always pronounced "wa".

It is only pronounced "wa" when it is being used as a particle to mark a topic. In all other situations it should be pronounced as "ha" .
The best interpretation I have ever come across for this particle is "as for"
eg John san wa (as for John).
eg Ashita wa (as for tomorrow).
eg Asa gohan wa (as for breakfast).
