I'm pretty sure manga came first. They started drawing comics in newspapers or something. At least that's what I heard.

I met a professor in graduate school who felt he had found strong links between Edo-period ukiyoe and contemporary manga/anime.
If you look at old ukiyoe, too, I think it's a very strong theory.

anime is the ...well anime on tv and manga is the comic stuff that people draw which was made years before the actuall anime came on tv, remember people in japan didn't really view tv as much until 1905s or so and that was only in theators.
(i found this info on a site a while back so excuse me if i may have got some of it wrong)

I agree with Haru, they didn't have te technology to make anime, so they drew manga.
