I need help with the following sentence fragment. It includes the construction of "となる"

金融行政当局がその対象となる少数の金融機関の経営を。。。

the その対象となる has got me stuck. The 対象 they are refering to is economic revitalization after world war II.

Thanks anyone who thought about it. I think I figured it out. Perhaps it could be translated as "with that objective"...

I think you're right. I know ZILCH (or less!) about monetary theory, so the sense of the passage is pretty foggy for me. But one dictionary I checked gave 対象になる as a collocution meaning "to be a target (for)" となる is only slightly more emphatic than になる, generally speaking.

thanks! My teacher said that となる can essentially be a substitute for である。 So, it essentially does the same thing as what you wrote.
