Osaka Loop Party - Myth or no?

I've heard a lot of talk about this and there's even a mention in Wiki, but I'm looking to hear from someone with real experience. I heard that on the Friday/Sat (Wiki said Sat, but I heard Friday) before Halloween there's a party where people dress up and ride the loop around Osaka. Though it sounded a lot more fun until I heard it was just 外人 :D Is there any truth to any of this? (Looking at you Mukade!) I don't think I'd want to go, but it sounds neat.

Yes, unfortunately, this phenomena exists.

I say unfortunately because it ends up looking a lot like "Jackass: the Movie."

I.E., a group of foreigners riding the loop line in costume, acting really obnoxious without any concern for the kind of impression they are leaving on the natives regarding said foreigners.

If you have any self-respect, please avoid this event. Instead, organize a friendly costume party for you and your friends - hopefully, some Japanese will walk away with a good impression of this fun and enjoyable holiday.

It is already difficult enough to have any dignity here as a foreigner without this sort of crap going on...

Yea, really. I'd rather not involve myself in something that puts an even bigger, blinking foreigner sign on my head.. :@ I was just curious if it was true or not. That sounds awful.
