Recently I have seen far too many off topic posts in the off topic forum.
Er, that is far too many on topic posts in the off topic form.
Er ... posts that are off topic in off topic because they are on topic in other forums.
So next time you post something here stop and think - "Is this on .. off ... on ... Argh forget about it.

But I (kinda sorta) know what you mean.
The thing that strikes me from time to time is, "I know this is the off-topics board, but... DAMN is that off-topic!"

I think I misunderstood Paul-san's post. What I understood was:
There are too many off-topic posts in the off-topic section that would be on-topic in other forums.
Sorta like me asking now: How does "off-topic" translate into Japanese?

I think it was Link from the Zelda series.

Hmm. I think if you're getting this tangled up in (possibly implied) double (or triple) negatives in English it might be more the Japanese language you need to slowly back away from than the shouchu. But, since I'm close to bringing up "なければ", I should quit before this gets too on.. or off.. errr...

I think it's becuase people only pay attention to general and off topic, it's like they don't know any other topics excist.

What he meant is, topics that would fit in other categories (e.g. ones about Japanese grammar, translation requests, or even Japanese culture) keep showing up in the off-topic section.
The off-topic section is for posts that don't directly relate to Japanese language or culture. If your post contains the word "Japanese" and relates to more than just getting your IME working, then it shouldn't be in this section.
