Among other things. It's mainly a myth since surveys have been conducted and found that the japanese brush their teeth 2,4 times a day. However, 53% of those polled had never been to a regular check-up to a dentist. I don't remember where I read this. I'll look into it.
I have also read, again, somewhere that the reason many japanese have skewed teeth is that it was considered beautiful, or even royalty-like, to have overlapping and skewed teeth in ancient Japan. This might be a myth, so take it with a grain of salt.

In ancient Japan it was considered beautiful to have dark/black (i.e. not visible) teeth.

The Tale of Genji talks about how Genji had "wonderfully greyed teeth" and how one girl's teeth were "hideously shiny".

I think Japanese people have bad teeth because their mouths are too small. There's no lack of hygiene, but it's really hard to take care of your teeth when there are many places not accessible to a toothbrush but easily reached by food and drink.
