ヴ - This character without the quote can be read as u in katakana but how do you read this with the quote?

It's a hard vowel "u," so if you say a "u" with a hard sound it sounds like our "v," so its the English equivalent of "v."

To make sounds like "ve" "va" just add a smaller a i u e o to it. That is how I spell my last name.

On a side note, some people still use the b's (ba bi bu be bo) to say the v sounds in English.

Yup, it's "vu". Some (if not most) Japanese, however, have trouble pronouncing it as "vu" (it ends up being pronounced as "bu") since the "v" sound isn't "native" to the Japanese language.

The "V" sounds are a relatively new invention.

「ヴ」- "Vu"
「ヴェ」- "Ve"
「ヴォ」- "Vo"
「ヴァ」- "Va"
「ヴィ」- "Vi"

They are still relatively rare as most Japanese still use the "B" sounds for the English "V" sounds.

The last time I saw this being used is actually the first opening theme of Kidou Senshi Gundam Seed, which is 「INVOKE -インヴォーク-」.
