Weird Names

Lately in my most recent mangas I've bought, Here is Greenwood if you are interested in knowing, and there have been a few weird names. As I was searching I came upon some REALLY weird names such as,"I" (or some Greek looking letter.) usually with the weird italisized letter in a circle.
Do the authors just do that because they just can't and don't wanna think of a name for the person?
