CAN SOMEONE HELP ME OUT!?

HI, I GOT A QUESTION 
JUST WONDERING HOW YOU WOULD SAY "WETHER OR NOT" IN JAPANESE :@
FOR EXAMPLE:::::; "I HAVENT DECIDED WETHER OR NOT I WILL GO"
IKANAI TO IKU MADA KIMENAKATTA.
PLEASE HELP ME!

Unfortunately I don't have as much time to learn Japanese as I would like, and therefore I am rather inactive on this forum. Yet I have learnt so much just by reading the "Recent Posts" page every once in a while. I respect those who have taken the time to write up explanations to help others, especially those who have written in a language which is not their native language.

HidamariOtoko, two things:
1. Put more informative titles to your threads. Something like "whether or not" instead of a totally uninformative "CAN SOMEONE HELP ME OUT!?"
2. Don't write ALL IN CAPS! It looks like you are SCREAMING!

If I'm not wrong, the following should be the correct sentence structure: 行くかどうかまだ決めなかった。
