Sorry if this is in the wrong place, but I couldn't figure out the right place...so...

How do Japanese handle decimal numbers?

万 = 1 thousand, so what would be 1000.4?

i think they just have a world for decimal but theres no tenths like

Are you asking how you would write out decibels, or how to properly say something like 35.204? Since your topic there is about math, I do belive it's pretty standard to just simply write out the number, as in not using any kanji. Also, 1万 is actually 10,000 not 1,000, as that would be 千.

Anyway, if you're asking how to pronounce something like 35.204 you would probably do so like this...

san jyuu go ten ni rei yon

or atleast I think that's right...probably.

Yup, you are right. When decimals are written, the standard 77.77 notation is used. When speaking, it is pronounced てん　　点

Also, just as an add-in, somtiems Japanse pronounce the 0 as zero, as in English.

sometimes they say, "maru" too, don't they? or is that only in the case of いちまるきゅう (109)?

Hmm, no idea. I guess it just might be preference, like someone saying zero or oh for 0, but it's not exactly the same thing because I hear oh used much more with pure numbers, coordinates, etc.

Things like that are often used for phone numbers as well. Nose ear and throat docters often have something like 8733 はなみみ in their phone numbers. A lot of companies also use their name translated into numerals for their phone number.
