JLPT 2 Grammar - を 中心 に・として・にして

Hello, I am studying for the JLPT 2 grammar from one of my books.
I have stumbled onto this problem. How to use wo chuushi ni/to shite/ni shite.
The books examples are as follows:
えきまえ を ちゅうしん に さいかいはつ が すすめられ、あたらしい ビル が つぎつぎ と たてられている。
こんど の にほん だいひょう チーム は しゅしょう の なかむら せんしゅ を ちゅうしん に よく まとまっている。
I know it has to do something with the middle or center of something.
The book doesn't give me explanations to how to use it, just sentence examples.
Hope someone can find an answer for me!
