Why am I looking at a dakuten on 'mi'?

Why am I looking at a dakuten on 'mi'?

It is a hand written thing and it has the Katakana character for 'mi,' but there is a dakuten attached. why is it on 'mi,' M- doesnt have a dakuten modification??
Is there some circumstance where the dakuten is placed before the character it's modifying? because the following character is 'to' and that would actually work...
